actually very easily. it was the habit of both Peter and paul to go to "the Jew first" in their preaching. this community would already have established elders albeit from the Jewish economy. but once educated in the Christian faith they would still shepherd the same flock but from Christian teachings rather than law. as for totally Greek churches they simply looked for men who met the standards set by the Holy Spirit.

Paul would not tell Timothy and Titus to do something that was not possible to do. I would suggest the same book to you on biblical eldership.
