Constantine, although not yet baptized, acted as the patron and universal temporal bishop of the church. In fact Eusebius (for some reason obcessed with Constantine) calls him a divinely appointed universal bishop (Vit. Const I, 44) and from this even his son called himself Bishop of Bishops. Constantine took upon himself to call the first ecumenical council for the settlement of the controversy respecting the divinity of Christ; he instituted and deposed bishops; and occasionally even delivered sermons to the people.

This was the leadership of the church state in the early fourth century. Not led by men of God, but by emperors who claimed to be Christian while still holding fast the title of a heathen sect of sun worshippers. Self proclaimed bishop, in arrogance even deposing legitimate bishops who opposed him and appointing others as they agreed. Simply outragious!
